A Hampshire and Isle of Wight Constabulary spokesperson said police were present to assist housing provider Vivid with an eviction, and also detained a man at the scene. They added that this was part of enquiries into a public order incident in April.

This related to a partial closure order at a Kingston Crescent property on April 7. During the checks just before 12.30pm, officers “found individuals inside who were not permitted to be there under the terms of the order”. A man became aggressive towards police while they attempted to remove them.

At the time, two people were arrested including a 52-year-old man on suspicion of aiding and abetting entry to premises in contravention of a closure order, common assault of an emergency worker, and racially or religiously aggravated harassment. The second was a 70-year-old woman detained on suspicion of aiding and abetting entry to premises in contravention of a closure order.

Following August 18 arrest, Graham, of Waverley Road in Southsea, has been charged with assaulting police and racially/religiously aggravated intentional harassment. He is scheduled to appear in Portsmouth Magistrates’ Court on October 1.

Speaking about the closure order, a police spokesperson previously said: “This included disorder inside and outside the address, excessive noise and shouting, and instances of local residents being subjected to verbal abuse late at night and into the early hours of the morning.

“In addition, litter such as bottles and cigarette butts were left lying around and rubbish was reportedly dumped in neighbours’ gardens. Despite repeated police attendance and interventions including making arrests, the occupants continued to allow disruptive individuals to use the premises and behave in this way, leaving residents feeling powerless and fearful for their safety.”
