During that period alongside John Mousinho, he has overseen the Blues capturing the League One title and now enjoying successive seasons in the Championship, currently in 14th spot.
With the Hughes era beginning in October 2022, we’ve taken a look at all 43 permanent signings since them - rating each of them.
NOTE: These do not include Pompey’s 16 loan recruits during that time, which will be examined another day.

21. Abdoulaye Kamara - MISS
(6 games, 0) Boasting an impressive CV detailing PSG and Borussia Dortmund, many were excited about the young midfielder's arrival from Germany. Subsequently he produced an eye-catching debut off the bench in the 3-1 Fratton Park loss to Sunderland. However, few at the club have anything good to say about Kamara during time on the south coast. There has been criticism of his attitude, his application to training and fitness levels. Spent the summer trying to offload him before cancelling his contract. Now at FC Saarbrücken in Germany's third tier. Photo: Jason Brown

22. Owen Moxon - HIT
(28 games, 1 goals) A curious one. Pompey bought him from Carlisle in January 2024 to cement their promotion push and there was a crucial equaliser against rivals Derby in April 2024 which earned him Goal of the Season. Yet Moxon was never really a regular starter in John Mousinho's midfield, very much in and out of the side in the second half of that title-winning season. Had a few outings in the Championship, but looked short of the standard. Sold to Stockport in January. Photo: Jason Brown

23. Makenzie Kirk - JURY'S STILL OUT
(2 games, 0 goals) The News hasn't even got an action photo of the former St Johnstone striker, which sums up how much we've seen of him. Cost a reported £500,000 and hasn't made the last two squads, but didn't look out of his depth in his two outings before then. The Northern Ireland Under-21 international will need time to find his feet. Photo: Portsmouth FC

24. Jordan Williams - HIT
(28 games, 0 goals) A free transfer arrival from Barnsley, Williams' first season at Fratton Park was dogged by hamstring injury, but it is clear he's an accomplished performer at this level. Fighting a three-way right-back battle with Terry Devlin and Zak Swanson, he has started the last two matches and impressed hugely, while assisted Minhyeok Yang for the winner against Middlesbrough.
