That hasn’t stopped the Blues from announcing News/Sports Mail player of the season Sean Raggett as the latest player to commit their future to the club.
But the Fratton faithful believe more needs to be done in order to strengthen ahead of next term.
History shows Pompey usually complete their first acquisition between May and June.
Yet, with the club sticking by that June 10 date for transfers to be registered, there should be no reason to panic amongst the Blue Army...
We’ve taken a look at each of the Fratton Park outfit’s first summer signings from the past 10 years to see how they compare.
Here’s what we found.

5. Danny Rose - 2016
The midfielder joined the Blues for free on June 3 2016 following a title-winning season at Northampton. The 34-year-old played a crucial role alongside Michael Doyle in the centre of the park, helping Paul Cook’s side claim the League Two title on the final day in 2016. Rose broke his leg in December 2017 and would remain sidelined for the remainder of the 2017-18 campaign. He departed Fratton Park in January 2019 after making 64 outings for the Blues. 6. Nathan Thompson - 2017
Kenny Jackett addressed the right-back situation in his first summer at Fratton Park, signing Nathan Thompson from Swindon on a free transfer. The 31-year-old notched-up 78 appearances for the Blues during his two year stay on the south coast, with his most memorable moment coming at Wembley in the Checkatrade Trophy final victory over Sunderland in 2019. Thompson joined Peterborough as a free agent that following summer. Photo: Joe Pepler

7. Ronan Curtis - 2018
Kenny Jackett started his summer overhaul by turning his attention to Ireland to sign the exciting youngster, penning a two-year deal. The winger has flourished since his Derry switch four-years-ago, amassing 190 outings for the Blues, while finding the net 50 times. The 26-year-old is now one of Pompey’s prized assets after he became the club’s record goalscorer in the 21st century last term. Photo: Joe Pepler/Digital South

8. James Bolton - 2019
The right-back joined the Fratton Park outfit on June 7 2019 from Shrewsbury on a free transfer. Bolton was the first-choice right-back during the 2019-20 campaign but fell down the pecking order following Callum Johnson’s arrival a year later. In total the 27-year-old amassed 53 appearances before his Plymouth switch last summer. Photo: Dennis Goodwin
