Officers were spotted dealing with the man, 61, who was refusing to leave the library in Palmerston Road on Thursday around 1.30pm.

A video shows police speaking with the man before he is gently pushed away from the library entrance and told to “go away”. But he remains outside as officers continue their dialogue with him while shoppers watch on.

An officer at the scene said: “This guy is causing trouble in the library which is causing grief to the staff in there. He’s been asked to leave, he’s refusing to leave which is why I’ve had to eject him.”

A police spokesperson said: “At around 1.30pm, police were called with reports that a man was refusing to leave Southsea Library.

“The man had previously been issued with a Community Protection Notice Warning (CPNW) by police, which warned him not to attend the library. Officers attended and the man was moved on from the area.”
