Welborne: Primary school plan is approved for new town north of Fareham

The new school will eventually provide 420 places, and will start with just a reception year

The first primary school for Welborne Garden Village has been given the green light, as the major housing development takes another step forward.

The school will provide 420 places for children aged four to 11, along with a specialist unit for up to 10 pupils with social, emotional and mental health needs or autism.

Hampshire County Council’s regulatory committee approved plans for the new school on Wednesday, September 16.

It will be the first of three primary schools planned for Welborne, which is expected to deliver up to 6,000 homes, alongside a secondary school, shops, healthcare facilities and other community services, north of Fareham.

The school will open gradually, starting with Reception pupils before adding new year groups as more families move into the area.

Until then, older primary-age children living at Welborne will continue attending Orchard Lea Infant and Junior Schools.

The two-storey building will include classrooms, outdoor play areas, sports pitches and parking.

When fully open, it is expected to employ around 51 staff, including teachers, support workers and staff supporting the specialist provision.

Speaking at the meeting, Cllr Richard Harris, who represents Fareham Town, said he had initially been sceptical about Welborne when it was first approved but had changed his view after seeing how the development had been designed.

He said the design of the wider development, including green spaces, walking routes and community facilities, had changed his view and that he supported the plans for the school.

Cllr Michael Ford, who supported the plans, said: “This is a very good project. I think you have to step back as to what Welborne is about and what is in its masterplan.

“Welborne is designed for walking and keeping out of the car. Forty per cent of Welborne is going to be green space, that gives you a concept of the project. I think this is an excellent project.”

Cllr Sandra Gidley added: “I really like this application, it’s very attractive.”

An academy trust to run the school has not yet been appointed.

The school is expected to open in September 2028, although Hampshire County Council has not yet confirmed when construction work will begin.
