The Pompey boss believes that loan signings will be key as he continues his summer recruitment.
However, any players that arrive on a temporary basis won’t be joining the Blues to make up the numbers.
Cowley wants to ensure that anyone brought in on loan is earmarked to feature regularly as Pompey bid for League One promotion.
The head coach is still after a striker having missed out on Jayden Stockley to third-tier rivals Charlton earlier this summer.
Given how well the likes of Ellis Simms performed at play-off winners Blackpool last term, Cowley could turn to the under-23s market in a bid to bolster his forward line.

9. Louie Barry - Aston Villa
The 18-year-old made the switch to European superpowers Barcelona aged16 before joining Villa last summer for a reported fee of arund £900,000. Barry bagged for Villa in their FA Cup to Liverpool and was called a 'little Jamie Vardy' by Jurgen Klopp afterwards. He also helped his club claim the FA Youth Cup last term. Photo: HANNAH MCKAY

10. Bobby Duncan - Derby
The cousin of Steven Gerrard, Duncan controversially left Liverpool for Fiorentina in 2019 for senior opportunities. However, he was back in England with Derby a year later and is still to make his first-team debut. With the Rams under a transfer embargo, he may be kept around but a drop to League One could be on the agenda if that's not the case. He was prolific for Liverpool's under-18s a few years ago.
