Developers learn outcome of major change to their plans to rebuild pub near Fareham destroyed by fire

Revised plans for a popular pub that burned down near Fareham have been approved, allowing the entire development to be shifted by half a metre.

Owners of The Osborne View Pub submitted re-drawn plans to Fareham Borough Council to move the proposed four-storey building with restaurant, staff accommodation and pub 50cm forward.

Hall and Woodhouse, which owns the pub that burnt down in February 2024 at 67 Hill Head Road, received planning permission for redevelopment in March 2025.

The officer’s report said that after permission was granted: “Detailed site investigations indicated that the subsoil and banking to which the structure of the new building was to be anchored is of insufficient quality.

“This has resulted in the proposed repositioning of the building forward by half a metre towards the beach.”

Several other changes incorporated into the revised plans, including alterations to the entrance lobby, the addition of ventilation grilles, and the removal of doorways, were also approved.

The application received four letters from residents, one in support and three raising concerns that included an objection to the ventilation grilles increasing noise levels.

The report said the grilles were acceptable in terms of noise and necessary because “the grilles are to create air flow within the toilets and bin store.”

The decision notice dealt with concerns to protect the privacy of the neighbours and to prevent overlooking of those homes.

It includes the fact that the second-floor terrace cannot be brought into use until the privacy screening on both sides of the building has been erected.

Construction hours at the pub site are between 8am and 6pm, Monday to Friday, 8am to 1pm Saturdays, with no work allowed on Sundays or public holidays.

The notice adds that any very loud construction with noise levels above 69 dB LAF Max must be scheduled for between April and September to protect the bird population.
