Work to create 28 flats at five-storey student block in Middle Street progresses rapidly

Rapid progress is being made at a new student block

Construction at a new five-storey student block is pressing ahead with fencing and a footpath closure in place.

PV Developments Limited was granted planning permission to build 28 self-contained student flats in 62 Middle Street, Portsmouth, on January 7, 2026 following the demolition of a two-storey building on the plot.

Once complete, the new build, which sits on the corner with Earlsdon Road, will have a commercial unit on the ground floor as well as a post room, lobby and storage for 34 bikes.

Initial work at the land started earlier this year and construction has been rapidly progressing over past few weeks, with the building’s foundations starting to take shape.

The development, which also plans to install 24 solar panels on the roof to supply renewable energy, is currently fenced off and the nearby footpath is closed to pedestrians while contractors work.

This comes at the same time as preparatory work to create a multi-storey car park commences at the back of the University of Portsmouth’s Eldon Building, which is located directly opposite the pending student block.

The planning application, which was granted on a conditional basis in November 2025, will establish 214 parking spaces on university land that currently serves as a surface car park.
