Residents invited to comment on updated Tipner West proposals
Residents have been invited to have their say on development in the city, including new proposals for Tipner West.
A final consultation is now under way as Portsmouth City Council moves closer to adopting a new Local Plan, which would guide the city’s development up to 2040.
Residents, community groups and businesses are being asked to give their views on the Local Plan Addendum between 18 November 2025 and 8 January 2026.
The Addendum sets out a new draft policy for Tipner West, designed to avoid any impact on nature conservation. It also updates a handful of other policies to reflect fresh evidence and the Government’s latest planning rules.
Previous plans for up to 1,250 homes, new sea defences and a marine employment hub were rejected twice by the government – with both decisions being subsequently withdrawn.
Now, the council has proposed 1,000 homes and 25,000 square metres of employment space.
The documents and questionnaires can be viewed online at portsmouth.gov.uk/localplan, while printed copies are available in Southsea, Central, Cosham and Fratton libraries, as well as at the Civic Offices.
Planning officers will also host a drop-in session at the Mountbatten Centre on Tuesday 2 December, from 2pm to 7pm, for anyone wanting to talk through the proposals.
Councillor Hugh Mason, Cabinet Member for Planning Policy & City Development, said: “This final technical consultation is an essential step in shaping Portsmouth’s future.
“It gives residents, businesses, and community organisations the chance to ensure Portsmouth’s new Local Plan properly states our shared priorities and complies with national requirements to provide a clear framework for development up to 2040.”
Once the consultation closes, the council will submit the plan and its Addendum to the Government. A Planning Inspector will then be appointed to carry out an examination, including public hearing sessions.
If approved, the plan will guide development in Portsmouth until 2040, shaping decisions on planning applications across the city.
