Portsmouth's 2040 planning blueprint submitted to government

The key planning blueprint which will guide all development in Portsmouth for the next 14 years has been submitted to the government for approval.

Portsmouth City Council has submitted its new Local Plan to the Secretary of State for Housing, Communities and Local Government which will guide development in the city up to 2040, setting out where new homes and jobs should go, alongside policies on design, greening and tackling the climate emergency.

It brings together the Pre-Submission Local Plan 2024 and a 2025 addendum.

Councillor Hugh Mason, cabinet member for planning policy and city development, said: “I would like to thank everyone who took part in the Local Plan consultations over the last few years. The Local Plan sets the framework for future planning decisions and reflects the issues and priorities raised through public engagement.

“Once adopted, the Plan will provide a clear basis for managing development in Portsmouth up to 2040.”

Residents, organisations and businesses have been consulted throughout, including two pre submission stages in 2024 and 2025, which together generated more than 6,000 comments. All responses have now been passed to the planning inspectorate.

An independent inspector will assess whether the plan is legally compliant and sound in line with national policy.

The submission documents can be viewed on the council’s website, at the Civic Offices, and at Central, Southsea, Carnegie and Cosham libraries.
