Tribute to 'dedicated' and 'well liked' ex-Havant council leader killed in crash
The former council leader was killed in a crash on Langstone Bridge
Tributes have been paid to a “dedicated” former council leader who was “well liked” and commended for his “outstanding” service to the community.
Jim Phillips died following a crash on Langstone Bridge after he tragically came off his bicycle before being hit by a red Ford Fiesta around 12.30pm on Thursday 9 April.

Emergency crews including an air ambulance were called to the scene on Langstone Road, Hayling Island, in a desperate effort to save the first ever leader of Havant Borough Council.
Police previously reported 85-year-old Jim “sustained serious injuries and was taken to Queen Alexandra Hospital where he sadly died a short time later”.
Jim’s service to the community in a number of roles has now been praised by Havant Borough Council, with a spokesperson saying he was a man “dedicated to his borough”. From his teaching career through to running a youth club in Leigh Park he will be remembered for efforts in wanting to help others.
“First serving as a councillor for the Warren Park ward in 1980, he was tireless in his commitment, working across multiple committees and roles during his tenure, culminating in the position of leader of Havant Borough Council in 1995,” the council tribute said.
“Jim's compassion and integrity shone throughout his political career. Although critical of the opposition in debate he was well liked and formed many friendships across the floor. His skills and strength of character - as well as his fine sense of humour - was recognised and appreciated amongst councillors.
“This was duly acknowledged by Havant Borough Council in 2004, when he was bestowed with the title of Honorary Alderman in 2004 in ‘recognition of outstanding service’ to the borough.
“Jim never lost that spirit of public service, and continued to provide support to the wider community - whether as a cricket umpire or as chairman of school governors. Our thoughts go out to his family and friends.”
A tribute from the City of Portsmouth College said: “Everyone at the college is saddened to hear of this tragic news. James was a valued member of our team when he worked at Highbury, and our thoughts go out to his family and friends."
Jim’s family previously said in a tribute: “Jim was a one-time Havant Borough councillor and the first ever Havant Borough Council leader.
“An electrical engineer, a Highbury College lecturer and finally, a teacher of children with special needs. Jim was also a bowler in Langston C. C. and later a qualified umpire. His vegetable patch, wild animals, nature and The Robin Hood at Havant were of great interest to him.
“Standing at 6'6" and still very strong at 85, he will be terribly missed by his partner Valerie - and not just because he did all the cooking - but in every way that matters....And his loved daughter, Alison and Bella his spoiled cat.”
Anyone who witnessed the collision or has any information should call police on 101 quoting reference 44260165380.
