A disabled person on a mobility scooter was pulled over by a police van on a busy Portsmouth road.
Two officers were spotted talking to the person on the side of Goldsmith Avenue around 3.30pm on Monday.
It is not clear why officers decided to pull over the mobility scooter - which had a number plate on display at the back.
When Hampshire police was contacted a spokesperson said they had no record of any incident.
