Officers arrived in Rockingham Way, Portchester, and saw a male causing a commotion on the morning of August 22. Accountant Rob Cusack, 28, said he was woken up to the sound of shouting and swearing at 7.30am.

He told The News: “I hadn't heard the police cars pull in to my road, but I heard shouting and went to look out my window. I saw three to four officers handcuffing a man.
“The police van turned up after the cars had arrived. I heard the man shout something like ‘when civil unrest comes, they'll come for you first you know that’, but I couldn’t make the rest of it out.”
A Hampshire and Isle of Wight Constabulary spokeswoman said officers were responding to “a report of a man causing a disturbance”. She added: “A man in his 40s has since been detained under section 136 of the Mental Health Act.”
