Four Hampshire police officers investigated over death of Portsmouth man seen walking in busy traffic

Nigel Lawrence, 23, was taken into custody where he passed away

Four police officers are being investigated by a police watchdog after a man died following his arrest in Fratton.

The Independent Office for Police Conduct (IOPC) is investigating potential gross misconduct for the Hampshire Police officers, all constables, after the death of 23-year-old Nigel Lawrence. Body-worn video of the incident reviewed by the IOPC found Mr Lawrence was walking on Fratton Road in busy traffic on June 22, 2026.

He approached a police car which had two officers inside, who were taking a suspect to custody, and opened a rear door. Mr Lawrence appeared distressed and with white foam around his mouth, speaking incoherently to officers.

The IOPC said officers handcuffed and searched him, and arrested him after finding he was in possession of drugs. He was put in a police van to be taken to hospital, before officers pulled over to give him first aid and paramedics arrived to help.

Mr Lawrence died in hospital the following evening on June 23. The IOPC began an independent investigation the same day.

IOPC director of engagement, Derrick Campbell, said: “Our thoughts and condolences go to Mr Lawrence’s family and friends, and everyone affected by his death. As he was in the custody of police at the time he became unwell and later died, it is important that there is a thorough and independent investigation to establish the full circumstances surrounding this incident.”

At the end of the investigation, which will look at decision-making and actions from the officers, the watchdog will decide whether any of the officers will face disciplinary proceedings. The investigation will include the decision to search, arrest, handcuff and detain Mr Lawrence, and the care given to him.

An inquest into his death has yet to be opened. The IOPC have met Mr Lawrence’s family to explain the scope of our investigation, how it will progress, and how they will be updated on proceedings. The watchdog will decide whether any officers face disciplinary proceedings once the investigation has concluded.
