Fostering in Portsmouth: How the Mockingbird Model is helping foster carers access wide support network

Could you have what it takes to become a foster carer?

People are being urged to consider fostering, with an award-winning support model helping carers access essential guidance and support throughout their journey.

The country is currently facing a national shortage of foster parents, while the number of children in care continues to spike.

A range of factors that can be attributed to the shortage include a lack of understanding about the care system, financial concerns, uncertainty about the support available and worries about not having enough space at home.

In response to the crisis, The News launched its ‘Fostering a Better Future’ campaign in August to support the recruitment of more foster parents in Portsmouth and Hampshire.

Figures from March 2025 revealed there were approximately 400 children in care across the city, with 232 fostering households working alongside Foster Portsmouth - Portsmouth City Council’s dedicated fostering service.

To help address some of the hurdles faced by carers, the city council launched the Mockingbird Family Model in 2021. The model, which has previously won the Big Impact Award at the Third Sector Awards, brings foster families together to create a wider support network.

Based on the idea of an extended family, the model brings together up to 10 fostering households in a network known as a ‘constellation’.

At the heart of each constellation is a specially recruited and trained foster carer who provides advice, practical support and respite care. The network also creates opportunities for foster families to socialise, share experiences and spend time together, establishing a support system for carers.

While the model is primarily aimed at supporting carers, it also gives children the opportunity to take part in activities with other families in their constellation. This ensures they are able to build friendships and feel part of the community.

By bringing foster families together, the Mockingbird Family Model demonstrates how a strong support network can help carers feel less isolated and better equipped to meet the needs of the children in their care.

Foster carers in Portsmouth also receive round the clock support 365 days a week, dedicated social workers, and financial allowances.

To be an eligible foster carer you must:

  • Be at least 21 years old
  • Have a legal right to work or live in the UK
  • Possess a spare bedroom
  • Pass a background check
  • Live in the UK
