Decision on plans by Papa Johns to keep Leigh Park takeaway open for longer

A pizza takeaway in Havant has been given the green light to extend its opening hours until 3am on Fridays and Saturdays despite noise concerns.

Papa Johns at 2 Park Parade in Leigh Park applied to renew the lapsed premises licence and extend its opening times into what a council officer called “antisocial hours”.

While the food outlet can operate until the early morning, takeaway doors will shut at the previous closing time to protect surrounding residents in Leigh Park from potential noise nuisance, Havant Borough Council said.

On Sunday to Friday, doors will close to the public from 11pm and Saturday at midnight. While delivery drivers will still have access, they will only be allowed until closing time to a recognised residential or business address.

The licensing committee also added a requirement for CCTV to operate at the restaurant at all times.

The new management, Hamble Foods Ltd, will open the takeaway from Sunday to Thursday, 11pm to 1am and Friday and Saturday from 11pm to 3am.

The opening hours were Sunday to Friday 11am to 11pm and Saturday 11am to midnight.

Before making a decision, Havant Borough Council's licensing sub-committee heard objections from the health pollution officer Mark Moss.

Mr Moss said Papa Johns is surrounded by around 13 flats that might be affected by noise and he was concerned about noise from customers and an extractor fan during antisocial hours.

The licensee was not present at the hearing.
